Romania has received financing in the amount of EUR 47,700,000 equivalent
from the World Bank toward the cost of the Complementing European Support
for Agricultural Restructuring, and it intends to apply part of the
proceeds for consultant services.
The services include ”international consultant for systematic registration
quality control methodology”.
The objective of assignment is to ensure a standardized quality control
methodology for OCPI staff in order to obtain a standard quality for
deliverables of systematic registration process.
The work will have to be completed approximately 40 working days over a
period of 3 months from the contract signing by both the ANCPI and the
Consultant.
In order to fulfil the assignment it is necessary to hire the services of
an individual consultant with a proper professional expertise and
background as follows:
Mandatory qualifications:
· Academic degree or an advanced (postgraduate) academic degree
in land registration/ land administration/ cadastre, land law
or a similar subject area;
· An advanced knowledge of various land administration systems;
· Experience in systematic registration projects within the last
5 years;
· Good communication skills with fluency in English, in
particular with the view of drafting reports.
Qualifications considered as an advantage:
· Experience in carrying out similar assignments.

1. This Invitation for Bids (IFB) follows the General Procurement Notice
(GPN) for this Project that appeared in UN Development Business issue of
June 30, 2009

2. Romania has received a loan from the International Bank for
Reconstruction and Development in Euro, towards the cost of Complementing
European Support for Agricultural Restructuring Project (CESAR). It is
intended that part of the proceeds of this loan will be applied to eligible
payments under the contract for procurement of ARCHIVE FURNITURE.

3. The Projects Management Department – CESAR within the National Agency
for Cadastre and Land Registration now invites sealed bids from eligible
and qualified bidders for procurement of : ARCHIVE FURNITURE.

The bidders may submit bids for the entire package of goods and related
services as described in Section VI Technical Specifications. No bids will
be considered for partial or incomplete delivery of goods and related
services. The contract will be finalized with the bidder who submitted the
lowest evaluated responsive bid.

4. Bidding will be conducted through the International Competitive
Bidding (ICB) procedures specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and IDA Credits published by the Bank in May
2004 and revised in October 2006 & May 2010 and is open to all bidders from
Eligible Source Countries as defined in the Guidelines.

5. “Interested eligible bidders may obtain further information from National
Agency for Cadastre and Land Registration, Project Management Departmen,
dmp@ancpi.ro and inspect the Bidding Documents on ANCPI’s website at
www.ancpi.ro.

A complete set of Bidding Documents may be received by interested bidders
on the submission of a written Application to the address below:

6. Qualifications requirements include:

(a) Financial Capability

The Bidder shall furnish documentary evidence that it meets the
following financial requirement(s):

· The Bidder must have the financial capability to assume the
responsibility for the proposed contract as evidenced by an annual
average turnover of not less than EUR 2 million or its equivalent
over the past three (3) years (i.e. 2009, 2010, 2011). Attach
relevant English language copies/English legally translated copies
of balance sheets/profit and loss statements/ auditor’s reports
expressed in EUR.

In case of a Joint Venture (JV) then the lead partner in Joint Venture
shall meet no less than 40% of the required financial capability.

(b) Experience and Technical Capacity

The Bidder shall furnish documentary evidence to demonstrate that
it meets the following experience requirement(s):

(b1). The Bidder should have completed as Prime Contractor during the last
three (3) years (2009 – 2011) at least two (2) similar contracts for the
supply and installation of archive furniture.

(b2)
a) The Bidder must hold ISO 9001 series certification for quality
management.
The Bidder shall provide copy of the above certificate of conformity issued
by valid certification bodies.

(c) The Bidder shall furnish documentary evidence to demonstrate that
the Goods it offers meet the following usage requirement:

Comply with the Technical Specifications listed in “Section VI Schedule of
Requirements, point 3 Technical Specifications”.

A margin of preference for eligible national contractors shall not be
applied. Additional details are provided in the Bidding Documents.

7. Bids must be delivered to the National Agency for Cadastre and Land
Registration (ANCPI), 202A Splaiul Independentei, ground floor, room no.21
(ANCPI Registration office), sector 6, Bucharest, Romania on or before
11.45 am Romania time on January 30, 2013. Electronic bidding will not be
permitted. Late bids will be rejected.

Bids will be opened in the presence of the bidders’ representatives who

The services include training course on the topic ”Communication and Conflict Mediation”.

The main objective consists in training 52 persons, employees of ANCPI, OCPI, City Halls and executants of the systematic registration works which compose the field teams, to acquire knowledge and develop the necessary skills in of communication and mediation in dealing with rural inhabitants and vulnerable groups, within CESAR Project (Systematic registration of immovables in 31 UATs).

The courses will start at ANCPI written request and will continue for 3 weeks (November – December 2012). The course for one participant will last 5 days with a maximum 8 hours/day from Monday to Friday. ANCPI will provide the logistical arrangements for the training course.

The course will take place in Brasov and the language used for the training course will be Romanian.

In order to fulfill the assignment it is necessary to hire the services of an individual consultant with a proper professional expertise and background as follows:
• University and/or post-university degree in communications, sociology, psychology or other relevant field;
• Experience as trainer – at least 5 years;
• Professional experience in communication – at least 5 projects;
• Professional experience in conflict mediation – at least 5 projects;
• Fluent in spoken and written English, Romanian and possess excellent writing skills.

Romania has received financing in the amount of EUR 47,700,000 equivalent
from the World Bank toward the cost of the Complementing European Support
for Agricultural Restructuring, and it intends to apply part of the

The services include analyzing the current framework (involving the
analysis of the legal framework, the current systematic registration
process, the stakeholders, the risks, etc.) and based on these results to
elaborate a proposal for a new framework for systematic registration
process in line with “Best Practice” in this field.

In order to fulfil the assignment it is necessary to hire the services of

background as follows:

Mandatory qualifications:
· Academic degree or an advanced (postgraduate) academic degree
in land registration/ land administration/ cadastre, land law
or a similar subject area is required;
· An advanced knowledge of various land administration systems;
· Experience in systematic registration projects within the last
5 years;
· Good communication skills with fluency in English, in
particular with the view of drafting reports.

Qualifications considered as an advantage:

Romania has received financing in the amount of EUR 47,700,000 equivalent
from the World Bank toward the cost of the Complementing European Support

social impact of the systematic registration process.

The Company, hereinafter called the Consultant, will be required to design
and implement a monitoring program for customer satisfaction and general
public perception regarding the Systematic registration of immovable
properties in the 16 project counties.

The purposes of this assignment are:
· monitoring of public and customer perception regarding property
registration system, using information collected during a social
study conducted over 2008-2009;
· establishment of an ongoing monitoring system of customer perception.

In order to fulfill the assignment it is necessary to hire the services of
a company with a proper professional expertise and background as follows:
· 3 years of experience in social and/or market research
· proven knowledge of Romanian rural and social issues, including
studies, researches or projects in this area
· proven success in carrying out of at least 3 similar assignments in
the last 5 years;

The work will have to be completed approximately 138 working days over a
period of 5 months from the contract signing by both the ANCPI and the
Consultant.

The services include training in ”Train the Trainers – using GPS equipment
”.

The main objective consists in training 44 persons, employees of OCPI,
ANCPI and CNGCFT in view of acquiring knowledge for the planning,
presentation and evaluation of a training session for the use of static and
cinematic GPS (RTK) and also for the use of GPS by means of the permanent
stations nearby; understanding the principles of GPS technology; use of all
GPS functions and surveys achievement; evaluation of the quality of a
survey.

The training courses will take place in Bucharest.

In order to fulfil the assignment it is necessary to hire the services of

background as follows:

· University and/or post-university degree in Geodesy or
related fields;
· Professional experience in GPS equipment – at least 3

Romania has received financing in the amount of EUR 47,700,000 equivalent
from the World Bank toward the cost of the Complementing European Support
for Agricultural Restructuring, and it intends to apply part of the
proceeds toward payments under the contract for “Systematic registration of
immovable properties”. The National Agency for Cadastre and Land
Registration (ANCPI) now invites sealed bids from eligible bidders for “
Systematic registration of immovable properties, Lot 1 –UAT Sânandrei,
Lenauheim, Bârsa, Ghioroc, Șiria, Șagu, Secusigiu, SânMartin, Borș,
Sântandrei; Lot 2 –UAT Horea, Vințu de Jos, Aghireșu, Iclod, Jucu,
Remetea, Sâncrăieni; Lot 3 –UAT Recea, Dărmănești, Dorna Candrenilor,
Frumosu, Mănăstirea Humorului, Bahnea; Lot 4 –UAT Lunca Corbului, Drănic,
Stejaru, Frăsinet, Orbeasca, Brebeni, Frumușani, Matca”.

Bidding will be conducted through the International Competitive Bidding
(ICB) procedures as specified in the World Bank’s Guidelines: Procurement
under IBRD Loans and IDA Credits, (May 2004, Revised October 1, 2006 & May
1, 2010), and is open to all eligible bidders as defined in the guidelines.

Interested eligible bidders may obtain further information from National
Agency for Cadastre and Land Registration, Cristina MITRAN – Procurement
specialist, e-mail: cristina.mitran@ancpi.ro and inspect the Bidding
Documents on ANCPI’s website at www.ancpi.ro. A complete set of Bidding
Documents may be received by interested bidders on the submission of a
written Application to the address below. Although it is envisaged that any
subsequent addendums and clarifications to the bidding documents will be
published on ANCPI’s website only bidders who submitted such written
application will be duly informed in writing regarding any such change.

All bids must be accompanied by a Bid Security as follows: Lot 1: Euro
32,400, Lot 2: Euro 30,100, Lot 3:Euro 29,300 and Lot 4: Euro 26,700 or RON
equivalent at the exchange rate of NBR of December 28, 2011 and be
delivered by 11:45 a.m. (local time) on January 10, 2012 to the address:

Romania has received financing in the amount of EUR 47,700,000 equivalent from the World Bank toward the cost of the Complementing European Support for Agricultural Restructuring, and it intends to apply part of the proceeds for consultant services.
The services include support in preparing “Amendments to Law no. 7/1996” for cadastre and land registration”
The main objective of the assignment is to support ANCPI in preparing the amendments of Law No. 7/1996, of cadastre and land registration and support in promoting these amendments in order to facilitate the process of sporadic and systematic registration of immovable properties and considering the modifications required by the new Civil Code.
In order to fulfil the assignment it is necessary to hire the services of an national individual consultant with a proper professional expertise and background as follows:
·          Legal education (Master degree or higher);
·          Good knowledge of Romanian land administration system: at least 5 years of experience with Romanianproperty rights/real estates/land administration process (as a judge, lawyer, notary, registrar, etc.);
·          Prior experience in developing or amending legal frameworks;
·          Academic experience regarding the real estates laws and land registration laws: published materials in these fields of Romanian law (Qualifications considered as an advantage);
·          Knowledge of various land administration systems and of modern land administration practices would be an advantage;
The work will have to be completed within maximum 70 working days over a period of 7 calendar months.
The National Agency for Cadastre and Land Registration now invites eligible national individual consultants to indicate their interest in providing the services. Interested consultants, along with his/her application, must provide a CV, which should include relevant information (description of similar assignments, experience in similar conditions, availability of appropriate skills etc.) indicating that they are qualified to perform the services.
An individual consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 Revised October 1, 2006 & May 1, 2010).
Interested consultants may obtain further information at the address below during office hours from 09:00 to 16:00 hours (local time). The TOR will be published on ANCPI’s website (www.ancpi.ro).

Romania has received financing in the amount of EUR 47,700,000 equivalent from the World Bank toward the cost of the Complementing European Support for Agricultural Restructuring, and it intends to apply part of the proceeds for consultant services.
The services include Social Monitoring of Systematic Registration process in 31 UATs by evaluating the participation of the vulnerable groups in the process.
The Company, hereinafter called the Consultant, will be required to provide social monitoring of the systematic registration process, in 31 UATs from 15counties (hereinafter called Extension UATs) in different regions of Romania, along a period of 10 months from the contract signing.
The purposes of the social monitoring process are:
• Monitor the degree of access to information about systematic registration process of the vulnerable groups;
• Monitor the participation in the systematic registration process of the vulnerable people holding an immovable property in the specific UAT;
• Monitor the assistance activities undertaken by the authorities and by the systematic registration services contractors in solving the property issues of the vulnerable groups.
In order to fulfill the assignment it is necessary to hire the services of a company with a proper professional expertise and background as follows:
  • Proven knowledge of Romanian rural and social issues, including studies, researches or projects in this area.
  • Proven success in carrying out of at least 3 similar assignments in the last 5 years;
  • Proven experience in working with vulnerable groups (persons with disabilities, Roma people, elderly, illiterate, etc.): completed/ongoing at least 3 contracts over the last 3 years demonstrated by attaching therecommendations letter from the beneficiary.
The assignment would require an estimated staff input of 225 staff-months. The duration of the assignment is 10 months from the signing of the Contract by both parties. The contract will generally follow the schedule of the contracts for systematic registration process.
The National Agency for Cadastre and Land Registration now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.
A consultant will be selected in accordance with the Quality – and Cost-Based Selection (QCBS) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 Revised October 1, 2006 & Mai 1, 2010).
Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one expression of interest in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an expression of interest individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant.
