Romania has received financing in the amount of EUR 47,700,000 equivalent from the World Bank toward the cost of the Complementing European Support for Agricultural Restructuring, and it intends to apply part of the proceeds for consultant services. The services include preparation of comparative study: ANCPI versus similar institutions in Europe.
 
The main objective of the assignment is to elaborate a study that compares land administration systems in European countries with the Romanian land administration system. Many of these countries have land administration systems based on land books and several have integrated systems where land registration and cadastre are under the control of a single authority.
 
The purpose of this comparative study is:

    * to identify “Best Practice” and the current trends in development of land administration in European countries;
    * to identify and understand the institutional framework, responsibilities, legal basis, financial basis (including cost recovery / self financing basis, analysis of revenue streams), transactions, transactions costs (including providing a reasonable unit cost for basic ANCPI services and products) and organizational structures of the land administration authorities;
    * to benchmark and compare the position of the Romanian system with its European equivalents and by consequence the position of ANCPI among similar institutions in Europe, based on available information on efficiency, cost and other parameters;
    * to compare the Romanian system with modern trends and best practice in order to make recommendations for appropriate institutional arrangements for ANCPI.

 
In order to fulfill the assignment it is necessary to hire the services of a senior individual consultant who should meet the following requirements:
Mandatory qualifications:

          * Academic degree or an advanced (postgraduate) academic degree in land registration/ land administration, land law, economics or a similar subject area is required.
          * An advanced knowledge of various land administration systems;
          * Experience in projects related to European land administration systems within the last 5 years;
          * Good communication skills with fluency in English, in particular with the view of drafting reports.

Qualifications considered as an advantage:

          * Experience in land registration systems in at least one of the latest EU accessed countries.
          * Experience in carrying out similar assignments involving comparative studies.

 
The work will have to be completed within a period of around 30 working days. Most of the work will take place in Romania – only one trip will be required.
 
The National Agency for Cadastre and Land Registration now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants, along with his/her application, must provide a CV, which should include relevant information (description of similar assignments, experience in similar conditions, availability of appropriate skills etc.) indicating that they are qualified to perform the services.
 
An individual consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 edition).

Romania has received financing in the amount of EUR 47,700,000 equivalent from the World Bank toward the cost of the Complementing European Support for Agricultural Restructuring, and it intends to apply part of the proceeds toward payments under the contract for systematic registration of immovable properties. Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (May 2004 edition), and is open to all eligible bidders as defined in the guidelines.
Interested eligible bidders may download the bidding documents from ANCPI website at www.ancpi.ro/pages/download.php under section BidDoc: Syst Registration. Any subsequent amendments and clarifications to the bidding documents will be published on the same website address.
 
All bids must be accompanied by a bid security in RON or Euro equivalent at the exchange rate of NBR of June 17th, 2010 as follows: Lot 1: 210,000; Lot 2: 250,000; Lot 3: 200,000; Lot 4: 215,000, and be delivered by 11:45 a.m. (local time) on August 17th, 2010 to the address:
